Building Advisory Support Service

The Building Advisory Support Service (BASS) is a free, one-on-one support service for homeowners referred through the Resilient Homes Program to navigate the RHP funding program for a House Raise or Retrofit.

What is BASS?

Homeowners referred to Resilient Lismore through the NSW Reconstruction Authority’s Resilient Homes Program can access free support through the Building Advisory Support Service (BASS).

The process of making your home more flood resilient with retrofitting or house raising can be overwhelming. There are plans, approvals, builders, reports and paperwork, and it is not always clear where to begin.

The Resilient Lismore Team provides practical, one-on-one support to help homeowners understand the process and move through each step with confidence. We advocate for homeowners and builders engaged in the Reconstruction Authority Resilience Home program, to achieve the best possible outcomes.

BASS can help homeowners to:

• Understand what approvals and documents are required
• Find and communicate with a suitable builder
• Clarify the scope of works
• Attend meetings and help resolve questions along the way

BASS does not replace a builder, certifier or government agency. It provides independent support so homeowners feel informed, supported and confident in their decisions.

What is the 'Resilient Measures' Program?

The Resilient Measures stream is part of the NSW Resilient Homes Program (RHP), which provides funding to help eligible flood‑impacted homeowners make their homes safer and more resilient to future flooding.

It offers three upgrade pathways:

  1. House Raising
  2. Retrofit
  3. Demolition & Relocation

The goal is to reduce future flood damage, not to repair past flood impacts.

Resilient Lismore is involved in assisting homeowners in the first two options:
1. Houses Raise under the RHP program is funding to Raise a house to an approved DA height and recontacting it to services and build access to house.  
 
2. Retrofit under the RHP program is to improve the resilience of a building by designing and using materials.   
We help people to:
  • Navigate the program and its requirements
  • Connect with resources and support (including through GIVIT) to improve outcomes
  • Understand scopes of work, expectations, and processes. 
 
Resilient Measures FAQs
Neither the House Raise nor Retrofit grants will: 
  • Repair or replace existing flood damage beyond the approved scope of works. 
  • Pay for layout changes, extensions, or general home improvements. 
    This aligns with the program’s focus on resilience, not renovation or restoration.
